Sentenced to 19 years.

Is that unusually fast; sentencing < 2 months after crime?

Three weeks between plea agreement and sentencing hearing is fairly quick. That gap is usually 1-2 months, often closer to 2 months with minor delays in cases I monitor.

It's notable they reached a plea deal that soon because of the questions about his mental health. This is someone who likely ought to be monitored the rest of his life, so how well will that be taken into account if and when he's eligible for release?
