I’m thinking Starsky and Hutch and the “Been there and back again, back with a message for kids: Don’t go!” That type of opening credit blurb, but I don’t think it was S & H… Or Hawaii 5-O…

There was a cop busting a guy at the back of the car. He had a bag of powdery drug, got a taste on his finger and said, “Pure horse. Book 'em”.
