People picked up on this and started using it comically in many situations, (most notably the then Roe and Garry radio show who promoted a live appearance saying, “if you don’t show up, the terrorists win”). It spread and was eventually used by people who didn’t realize that it was a joke and thus was started to be used seriously. As used here, it is, of course, a joke. ---
