I think you could transfer heat at almost any frequency as long as there was some allowable transition in that energy range. Way back, when I was learning nuclear magnetic resonance, I thought this was the way microwaves worked. While I was entirely wrong, I still suspect that heat could be produced in the way that I suspected by tuning EM radiation to a specific nucleous. I have no idea about the efficiency of such a device.
