Asking for clarification here. The OP says no Marvel or DC, but what about characters that started at other companies that were later acquired by Marvel or DC?

Marvel purchased Malibu Comics and their Ultraverse charcters

DC purchased Fawcett Comics characters(Captain Marvel, etc.)
DC purchased Quality Comics characters(Plastic Man, Uncle Sam, etc)
DC purchased Charlton Comics characters (Blue Beetle, Captain Atom, etc.)
DC licensed the MLJ/Archie heroes (Shield, The Fly, etc) and published them as Impact! comics.
DC comics also owns Wildstorm (including the Authority (Jack Hawksmoor)) and its imprints America’s Best Comics (Tom Strong, Promethea, etc) and Homage Comics (Astro City)

Heck. DC even published Judge Dredd for a while (around the time of the movie), with original stories for the North American market.

He wears a cape and is a daytime vampire who makes it thunder when he laughs. How is that not a superpower?

Who wants to count up how many we have so far?

“Vun, doo, tree, fow, fife! Ah. Ah. Ah.”

It isn’t a contest to see how many you can name, it is a cooperative effort in which everyone contributes ONE name.

Stop with the lists already, please.

Aw.
