Are they counting war industries’ fatalities? They did outnumber battlefield deaths in the first year of the war

I was looking at pictures recently of war production (possibly related to the B-24 Liberator at Willow River) and was struck by all the workers not wearing safety glasses, gloves, or any sort of PPE.
