Just call it 2k3 (pronounced tookay-three) and be done with it.

When we learned how to pronounce numbers in grade school, it was taught that “and” is only used for a decimal point.

Examples:

101
“one hundred one”

101.1
“one hundred one and one-tenth”

2003
“two thousand three”

2000.3
“two thousand and three-tenths”

Most often people leave out the “and” and the fraction-speak and just say “point.”

I only have my grade school teachers to go by, but to them it is improper to say “two thousand and three” for 2003. It bugs me a little bit, too, mostly because it just sounds wrong to me.
