Seems so. Even then it is not going to happen (I assume he means net emissions so there is still air pollution but the offsets make it a net zero…even with that it would be an incredibly difficult goal to meet). ---

They got 60 votes for 1 version of the bill, and then when they aligned the senate and house bills they used reconciliation which can’t be filibustered. ---
