So, Binance gets hacked and $6.3 billion is stolen. Binance says they are going to make their customers whole. How could they possibly have an extra $6.3 billion sitting around to do that?

It’s literally explained in the article that you posted. It has set aside assets since the beginning with the same tokens that were in customer accounts.

Were there any actual cash transfers, or did they lose “$6.3 billion” in Monopoly money?

Per the article, Binance has less than $1 billion in their Secure Asset Fund for Users (SAFU). Not sure how that is supposed to reimburse reported losses of $6.3 billion.

Is there any evidence that the thief was anyone other than Binance or the people who run it themselves? That’s the usual pattern for bitcoin exchanges. That would make a promise to reimburse the victims completely meaningless, but might keep the authorities off of their backs for a little while.

My understanding is that North Korean hackers were responsible.
