There are interjurisdictional agreements for emergencies. Part of the problem here is that on top of DC’s special “not part of any state” status there is also Capitol Hill’s **own** special “not under the jurisdiction of _anyone_ but Congress, including the DC City government itself” status so it takes more communications than normal. And as mentioned, the attitude may have been to not provoke and not create martyrs. ---
