It could be seen as mocking her for having a hair loss condition (alopecia) which can be devastating for sufferers.
It’s unclear whether Chris Rock was aware of the reason why her head was shaved - maybe he thought it was a fashion statement? And comedians often go over the line when adlibbing. Hard to say what the deal was here.
I am well aware of what he was referencing. My understanding is that Jada is quite self-conscious about her hair loss and probably didn’t have any idea her hair loss was going to become the butt of a joke, at least judging by the expression on her face. Will seemed to laugh it off until he saw her face and then reacted accordingly. I’d say Chris Rock stuck his foot in his mouth big time, and I like both actors a lot. I think Will overreacted but I can understand why he did.
Was what he said insensitive? Sure. But I don’t see the insult in what he actually said. He referenced her looks by comparing her to a pretty famous role. He didn’t say she looked bad or good.

Did anyone from The Power of the Dog or The Last Duel or Being the Ricardos run up on stage and punch someone? No, because everyone else there knows that the presenters make jokes about the nominees/films/famous people in the audience.
Really? She attended an event watched by millions of people with her head shaved. That doesn’t scream self-conscious to me. Frankly, I thought she looked really good. Even Will laughed at first before he realised his wife was pissed. As far as I’m concerned he totally overreacted and committed assault in front of millions of witnesses.
You said she “obviously” was self-conscious about her hair. Nothing from what I saw of her on the red carpet or sitting right up front gave any kind of impression of her being “obviously self-conscious.” She looked lovely and seemed to be totally confident in her look.
He was commenting on her baldness. Why did he need to comment on her appearance at all? I think you are perhaps being obtuse about his comments. There’s nothing to defend here. He shouldn’t have said it—something I’m sure he realizes now.
Because she’s a famous celebrity sitting in the front row. That’s just how these award shows go. Everyone attending knows this. And the bad joke would have been completely forgotten by everyone the moment after it was spoken had Will not gone psycho. Now it’ll always be attached to her.
And Will was actually laughing at the joke at first.
