He made many promises, most of which I can’t keep track of, but sure, that was one of them. And even at the time, it was pointed out that tariffs are not paid by the exporting country but by the importing country. ---

I think the part you missed was where I said “pretty much”, not “exactly”. And, as noted, the $25B is for overall security upgrades, of which I would assume “the wall” is a part, not the whole enchilada. So, yeah, it’s not “exactly” what he campaigned on. He won’t be the first president to change policies from what he campaigned on. And frankly, I wish he’d renege on more of his other promises. ---
