I’m 99.99% confident that a dated and signed document from a President that said “dtilque is pardoned for any and all Federal offenses” would hold up. It is normally run through an office because they are either pardoning specific crimes (and don’t want to give carte blanche) or because they want to make sure that the pardonee hasn’t done anything else that would be embarrassing to the POTUS (why did he pardon that pedophile?). ---
