Yes, I know. My point was, however, that it isn’t really legal tender if no one will accept it. I suppose someone could theoretically make a big stink, but I can just imagine what the bank (or the ATM) we deposit money in would do. ---

I get that; I think that @Elmer_J.Fudd 's point is that the “defacing” of those bills isn’t enough to technically (from the Fed’s viewpoint) render them unfit. Or, at least, they’re using that as a fig-leaf legal justification to keep anyone from trying to prosecute them. ---
