More likely because of the Tina Peters thing and perhaps other stuff. Basically, Colorado has become an enemy of this Admin, along with California and various cities. ---

It passed on a voice vote, well, two of them, one in each House. Of course thay can override, but they have to have a roll call vote for that and Congresspersons may change their mind.
