I have loved all my life in Montreal, and I have never encountered someone who switched to English immediately, it usually takes a few times of me saying: “Quoi? Je ne te comprends pas!” (I am not bilingual and often have a hard time understanding french spoken quickly)
I find that, especially when working with the public, you have to muddle along as best you can.
