This is an imperfect analogy, but imagine standing before a judge requesting a warrant to assist in an investigation. Attorney: “Your honor, we need a warrant to search Stratocaster’s premises.” Judge: “What are you searching for?” A: “We don’t know.” J: “What triggered your suspicion?” A: “He was talking to some guy and they may have been up to something.” J: “What crime was committed or do you suspect was committed?” A: “We’re not sure. Something bad though. Probably.” J: “Get out of my court.” The House is commencing an inquiry into high crimes and misdemeanors with roughly the same foundation. ---
