> **Jerry Nadler** - Chair of the Judiciary Committee; would have responsibility for any impeachment proceedings.
>
> **Adam Schiff** - Chair of the Intelligence Committee; already indicated he wants to review the Russia thing.
>
> **Richard Neal** - Chair of Ways and Means; one of the only three people in Congress who have legal authority to request the President’s tax returns from the IRS.
>
> **Elijah Cummings** - Chair of the House Oversight Committee; has the broadest remit, of general oversight of the federal government.
>
> **Maxine Waters** - Chair of the Financial Services Committee; can investigate Trump and Trump Organization’s financial doings

I love it.

What are the ‘official’ rules for this? Or am I being naive and there are no rules?

Is this Merrick Garland all over again, but worse?

Kevin McCarthy [claims he’ll appoint members this week](https://talkingpointsmemo.com/livewire/mccarthy-gop-will-name-members-of-the-house-intelligence-committee-next-week), but I think even if he doesn’t it’s not a Merrick Garland situation - since the Democrats are in the majority they can change the rules if they really want to.

I see claims that the Speaker can appoint whoever she wants to the committee, and that asking someone else to do so is only a common courtesy tradition…?

What if she appointed some Republicans to the committee? I guess their heads would explode, eh? Or Mitch McConnell’s anyway. Which wouldn’t be a bad thing.

She should appoint Republicans. From Districts that are in play or having been moving D. Put them on the spot and make them run on the obstruction.

I’m glad you agree. I think out would be smart.

Do they have to be in Congress to be on the committees? The speaker doesn’t have to be a Rep. so it’s not as stupid a question as it sounds. Could she be like “Fuck all y’all. Give me someone by February or I’m calling in Hillary, Obama, and the most lefty liberals I can think of who were fucked over in 2016 to roast your balls”?

Committees don’t have a quorum, and thus can’t do anything, unless they have at least one rep from the minority party seated.

Do the rules say what happens if no-one from the minority party will be seated?

But they’ve already got Devin Nunes on the committee, don’t they?

There’s gotta be some parliamentary ruse to get around that.

Can a committee investigate a member of that committee?
