I was not sure of the definition of luminous aether so I looked it up and yes this theory does help define the phenomenon.

and you can prove this with measurements taken from instruments not able to calculate relativity from one position in space to the next. I guess you read it somewhere and are just repeating it. Kind of like gossip.

It seams to be describing energy released by the displaced space around a particle as it collapses. How much charge can be contained in one displaced space of a single proton? Since protons are all supposed to be Identical, The charge would not vary at all, and is the reason for the quantization of energy.
