Hmmm.

Maybe, instead of U.S. colonies and other islands, Japan expands through Russia instead, via Siberia? Or, alternately, without worrying about the U.S. front, it crushes China and marches through the Middle East? That achieves the same goal (oil and such) without the fighting with the U.S.
