Some of that is pointless- breaking rocks for example- and most of the “profit” goes to the inmate commissary fund, victim restitution, and legal fines, etc. The State doesnt keep any, afaik. There is no “profit motive”. Why not do some research on this?
Five years ago, the legislature of Louisiana voted against a marijuana legalization bill in part due to opposition from county sheriffs, who would lose money. (The county sheriffs get paid by the state for every prisoner incarcerated in their jails.)
Who claimed they kept it? I claimed the labor provides billions to state economies, which means there’s still a profit motive.
The head of the Arizona Department of Corrections even claimed back in 2022 the economies of many small Arizona towns economies would collapse if the practice was not allowed. Whether true or not, it’s clearly not some minor busywork but a practice with a lot of money riding on it.

Often large organizations, whether public or private, will support any policy or law that preserves or expands their budget and/or powers. i.e. They can get to a point where they’re more concerned with their organization than they are with the good of the public.
