An easy physics question.

I don’t know if anyone else has said this, but you can be stopped anytime you feel like it. Every observer is perfectly free to consider their reference frame to be at rest, and this includes rotating reference frames.

Yeah, but the observer is going encounter some inexplicable (apparent) forces, like the way gravity acts more strongly on things further away from him. Of course, from a GR perspective, gravity is a ficticious force, too, so perhaps someone in a gravity field is actually just rotating through a really strange topography.
