That top picture looks like the driver might have his high beams on. Very bad idea in heavy snowfall. You’re just blinding yourself. Low beams and low speed is the way to go.
But that’s usually caused by humans moving around and polluting the environment, so cut Mother Nature some slack.
That makes sense then. It’s the Inland Empire, not Los Angeles.
It snows in the Inland Empire regularly. Granted, not at the elevation of Chino. But I get snow pretty much every winter for an hour or so. Never sticks, but it looks pretty (from inside a heated house while sipping on hot cocoa.)
