# and what the heck is a "¬"

wordpad/notepad v5.0 (Build 2195: Service Pack 3)  
msn messenger 4.6.0082

and so on and so forth. If I need a tilde in an URL (or in a post here) I have to type ~ and then space, at least when the next character is ‘tildeable’, like ã ñ õ…

Maybe it depends on the keyboard…

Yup, it does. If I switch input locale to US English in the keyboard settings in control panel I just get the characters. When I can find them.
