Yes totally normal. I had to replace a valve in a tight spot and went the shark bite route. It will spin far easier than the valve turning. It takes 2 hands to use the valve.
Be sure that at some point, you figure out how to turn the valves off on your own. If there’s a leak, it’s best if you can shut off the water as quickly as possible. To practice turning off the valve, see if you have these same kinds of valves at other places, like under a sink. Once you have the feel for how they work, then try to do it by the toilet. Regardless, you should figure out how to turn the valves off in tight places (like by the toilet) since leaks can happen anywhere.
A lot of the concern we had early on was because we thought this was a standard valve. A standard valve should never rotate when you’re trying to turn it off. But here it looks like you have sharkbite valves which may sometimes rotate when you try to turn them off. So everything is okay with the valve. It’s just a matter of being able to turn it off even if it rotates a bit.
