Can somebody identify this movie based on my memories of the dvd case?

It was a small budget independent film.

It was made and set in Canada.

The case was all in black and white so the movie might have been.

The plot was about a guy getting involved in a drug deal that goes bad and a woman gets killed.

I think the word “Bay” was in the title.
