They seem to be a theme this week. I saw this cartoon back in the 1980s. HBO used to broadcast short films as fillers between its movies and this was one of them. It was a color cartoon. Probably about five minutes long or so. No dialogue. There were these men running around a city, getting more frantic as the cartoon progressed. They were wearing formal dress. In the beginning of the cartoon, the city was filled with Victorian-era brick buildings but as the cartoon progressed they were replaced by modern-era glass-and-steel buildings that dropped down or sprang up to replace the older buildings. If I recall correctly, there were also a lot of clocks being seen. Any ideas? ---
