There is going to be a difference in the number of disqualified/corrupted ballots at the very least.
Then those should be reported as well, in both counts, so that the total should match…

You see, some of us actually understand how the presidential election works, so we take that into account when we cast our votes. My state was going to go for the Democratic candidate no matter what, so I had no reason to vote for Hillary or Trump, whether I preferred one of them over the other or not. Given that reality, I chose to cast my vote in a different manner than I may have had their been any real relevance to the aggregate popular vote.
This same analysis (or its opposite, with the state assuredly going to the Republican candidate) was easily in the minds of voters in many states.
Not entirely sure I’m following your question, but I think the answer is no.
Number of presidential votes doesn’t necessarily equal number of voters since some people deliberately or accidentally neglect to vote for president.
And if in a number is transposed or mathematical mistake made on either election night or during the recount those two total votes will not match.
I will agree if the total number of votes for president exceeds the total number of voters further scrutiny is warranted.

After Friday’s counting, 65 of 72 counties are now complete. All are on schedule to finish by Monday.
2,826,909 ballots have been recounted, approximately 95 percent of all presidential ballots cast (2,975,313).
The net change is now +1,442 votes: Trump/Pence +628, Clinton/Kaine +653, Castle/Bradley +17, Johnson/Weld +76, Stein/Baraka +68, Moorehead/Lilly +14, and De la Fuente/Steinberg -14.
Well, the AP reports that the recount in Wiskonsin is over, and Donald Trump picked up additional 162 votes.
It’s like the dude promised us we’d get tired of winning, and it all came true, with Donald Trump winning not only the primaries, but the general elections as well. Twice now in a year.
