I don’t know who ran this. (Also, it may have said ‘Ever toast a friend?’ instead of ‘Toast a friend lately?’.) I saw the billboard in the mid-'90s, on Pearblossom Highway (one of the most dangerous roads in the U.S.).
It should be pretty simple to make a similar image.
here in Seattle there is a program on Mercer Island called safe ride that will pick up and take home any teens/under 21’s no questions asked, I dont know all the details but it runs on weekends at the least.
Although the OP is asking because of a writing assignment, the responses are about what actual programs and promotions are in different locations, so I’m going to move this from Cafe Society to IMHO, where we do polling and similar.

How do insurance companies deal with the community volunteer drive home programs? Do any deny claims made by the volunteer drivers? Do any provide financial support to such programs?
Saw something awhile back about a program in England, I think, where if you’re too drunk to drive you call this service and a guy comes to meet you on a smalll scooter, that he then folds up puts in your car’s trunk, and drives you home, taking the scooter back to wherever he’s based out of. Any Uk folks ever hear of this? Don’t know if it ever caught on.

One unfortunate circumstance in the US is that in many localities you can’t sleep it off in your car. Just having the keys on your person and being in the car can be enough for cops to bust you for intent to DUI. And you can forget about having the engine running for heat…
You can’t go to this well too often, but I’ve been known to call AAA and have them send a tow truck for me. They tow my car home, and I ride with the driver.
(I’ve done this twice - the last time I did it was 12 years ago.)
If you’re interested in a global perspective, Japan has a unique take on this. In Tokyo and big cities, few people have cars (and trains stop running about 1 AM, so if you go out drinking seriously, you’ll probably just be out all night) but drunk driving is a big issue out in rural areas. Japan has very strict anti-drunk driving laws–we’re talking zero tolerance. Drinking ANYTHING and then drinking can get you arrested. One beer in the past few hours can do the trick. So people are pretty cautious. The major solution to this problem in rural japan is a service called “daiko.” Basically, two dudes are sent out in a taxi. One drives your car home, and the other drives the normal taxi. They follow each other back to your house. Then the guy driving your car returns with the other taxi. It’s more expensive than a normal taxi, but you can fit a lot of people into the two cars and people often stay at each other’s houses over night. Or the daiko can take people back to various locations on the way. I have no idea how any of the insurance or whatever works, but it works well for Japan!
