You are incredibly close. It is a small structure. The GPS coords should identify it accurately using Google Earth.

This is what I ended up with.
No structure there, though. Assuming it’s right, and just a google map error, then I wouldn’t have gotten it without the CMH clue. Especially because there’s no indication that I noticed of West/East for the longitude, and would probably be digging in a crater in China.
I take that back. I see now that the latitude ends on the letter “N” in “narcon,” and the longitude begins with the letter "W’ in “phew.”
Congratulations on solving it! I knew it could be done. The following discloses it all:

The key represents the alphabet backwards.
After the key is solved, replace each letter with it’s corresponding number.
Discard all numbers above 10, 10 serves as the digit zero.
This gives you 6150303821425004 after removing the spaces (which mean nothing) reverse that number and you have the solution.
The solution, when input into Google Earth in its default data mode, shows the building.
