Your thinking is too half assed. To get away from being taxed for things such as UHC, the rich cannot merely flee to Iowa or Nebraska. Those nasty socialist feds and their IRS thugs will find them there and tax them just as much as if they were in California or New York. Brain Drain means they are inacessible, not just in a different state.
