You sure that’s Arabic?

I would expect to see it in some kind of standard Arabic transliteration system, perhaps “Standard Arabic Transliteration System” (SATS)?

It seems to be Arabic distorted by some-or-other coding. Random ‘words’ from the OP put into Google gave Arabic results.

It appears to be a solicitation to help a member of the Saudi Royal Family to move several hundred million dollars out of Saudi Arabia.

All they need is your bank account number. Your commission is 15%.
