I don’t think there is any effective government in some parts of the world. Somalia springs to mind. I think as long as you are prepared to make payments to local warlords in Somalia sufficient to keep them happy, you can do whateverthehell you want there. What your local government might say when you got home is too hard a jurisdictional question for me to comment upon, especially after I’ve been on a long and very liquid celebratory lunch!
