I’m pretty sure this would be decided situationally. If the US/UK get the Soviets on the run (unlikely IMHO) and are driving, they will try to go on and secure the Baltics. If it looks too hard, they might settle for less. Either way will be justified by rhetoric indicating said choice was logical and morally correct.
