Depends how widespread, how long? If the entire continent is back to the stone age (or the steam age) then yes, have an emergency stock of chisels and hammers. If the anticipation is an event like Texas or Katrina, you can take the backup, drive a few hundred miles, buy a PC and plug in your data, install your accounting program. Presumably this will allow you to make the payroll (So employees whoalso drove a few hundred miles have some money in their accounts), pay your suppliers and be ready when the power comes back on. Or there may be a widespread malware attack, so you need your data disconnected from running computers until things are decontaminated. Or you need to worry about your building burning down or a plane hitting it. (Cantor Fitzgerald fortunately had a backup site in NJ, if I recall) Even an EMP may only affect some areas of the country.
the thing with a cloud backup, or anything - including a removeable drive offsite - is to understand the recovery procedures. For example, to access the cloud backup offsite, will that need to send a verification text to some cellphone buried in the rubble, or email a verification code to your corporate email on a non-existent Kentucky Fried server? If it’s just your family photos and some personal documents, it’s not as critical as medium business continuity. For the latter, a rehearsed procedure updated regularly should be part of the plan - including what software is necessary and how that installs.
