the reason i suggested the pepper foam is that it’s a thick, viscous foam and has very little (if any) sprayover, think along the same lines as the consistency of shaving cream, much less likely to affect the other passengers
heck, if you’re just looking to temporarily blind the guy long enough to get away, how about using one of those “travel size” cans of shaving cream, it’ll startle him and if any does get on your fellow passengers, it won’t hurt them
a less risky approach, shaving cream in the eyes and mouth (just like Lone Starr did in Spaceballs 
) and a knee to the family jewels…
and best of all, no risk of pepper spraying your fellow passengers…
