The most evil ones I can think of are those who exist in real life – Hitler, Dahmer, Milosevic, Pol Pot, Idi Amin. Though Schindler’s List and The Last King of Scotland are fictional works, I don’t think using a real life person counts.

There’s General Vidal in Pan’s Labyrinth. Though from a fantasy movie, General Vidal is not a fantasy creature nor does he have any superpowers. That scene where he’s torturing that man for stuttering is chilling.
