By law, SecEnergy is a permanent principal member of the NSC. No Trump needed.
Eh, Perry’s something of a dolt (though IIRC, the reporting that he didn’t know what the DoE did prior to his appointment was, at best, a pretty big stretch), but he seems likely to basically just follow the advice of the people under him at DoE and the pre-Trump GOP foreign policy establishment, instead of subscribing to a bunch of wacky conspiracy theories from Nazi affiliated blogs or taking payments from foreign authoritarian gov’ts. So he’s definitely a step-up from Flynn and Bannon.
Plus, the Sec of Energy is a normal member of the NSC. He was kicked off to make room for Bannon, so putting him back on is just a return to the status quo, not a particular endorsement of the man himself as a font of foreign policy wisdom.
And finally, even if he is a dolt, he’s one that’s going to spend the next four years sitting through a bunch of DoE nuclear security briefings. Which seems it would put him in a better place to input on national security than a Breitbart blogger or a spoiled real-estate heir.
Correction: It wasn’t actual law, but SecEnergy has been a member since the Clinton Administration, so more a return to status quo.

The talking heads at MSNBC are speculating that Bannon was the mastermind behind the whole Devin Nunes late night hijinx kerfuffle, and McMasters used that as an excuse to give an ultimatum on Bannon.
But this is Trump and he might change his mind on this again. Especially if Bannon gets in his ear again, Trump has a disturbing tendency to agree with the last thing he heard, because he must be loved. I could see this coming back on McMasters if Trump decides he was manipulated.
Anyway, I hope this is a first step and Bannon disappears into whatever troll portal he materialized from. But I can’t believe Trump would give up on crazy so easily.

It was blowing in the wind. 
I don’t see the stories I’ve read today as being in conflict. The Washington Post story makes it pretty clear that a) they wanted to undo what Susan Rice had done to it (operationalize?? I mean, really?), and b) Flynn was supposed to do that, but the President and Bannon didn’t think he would do so as fast as they liked, so they put Bannon there to make sure it happened. Apparently, they think McMaster is on the same page with them.
Whatever the reason, it does appear that the NSC will be returning to a more normal operationalization mode. 
I think this thread has a misleading title and therefore should be renamed. While Mr Bannon was removed from the NSC, that is being demoted, not being degraded.
McMaster tried to get Flynn’s Cohen-Watnick out, but was overruled by Trump at the behest of Bannon and Kushner. Maybe they’re throwing McMaster a bone after that absurdity.

Pragmatism for Trump means going by the seat of his pants. Unlikely Trump would have done this if McMaster didn’t light a fire under him.

Bannon is a cockroach. The sooner he’s permanently stepped on, the better. Palace intrigue has it that he’s not well liked by the golden boy, Kushner. Perhaps that kid will prove useful after all.
Well, it’s a regency–boy king Donnie does like the line of flattery Bannon has been purveying (at a guess: You Are The Man Of Destiny Who Will Save The World From The Evil of Islam, and Be Forever Loved and Praised).
Whether Jared is willing to be as blatant a sycophant as Bannon has been, is questionable.
Frankly, I suspect it’s all down to the question of how well Ivanka can keep her looks. She’s on the wrong side of 35, after all; once Donnie loses interest, it won’t really matter what Jared says or does. He’ll be irrelevant, and some other courtier will step into the Regent position.
Bannon apparently calls Kushner a cuck behind closed doors. I think we’ll see him leave the administration altogether in the near future. If so, hopefully the knives come out and he really tries to fuck over the administration.
