In the case of the BBB I dealt with, you couldn’t get any info on complaints filed against a member business, unless there was a final resolution of a complaint on file in favor of the consumer.
And if the BBB isn’t willing to actively investigate complaints, there could be many of them on file - but consumers will never get to hear about them.
She would be better served making sure they are licensed by the state, belong to any professional organizations, such as the NAHB, or local builders association, and checking small claims court in the county they are located in (not necessarily the county they work in,)for any lawsuits or judgements. She could also go to any local lumber yard, or supplier and ask around there. The BBB doesn’t have any of that information.

Having once been an 8th grade English teacher, these kinds of things just “jump out” at me, and I like the nuances of our language.
Long story short, I embrace the Harbrace, and Strunk’s Elements of Style ;), and while I don’t always get it right, for a guy who learned to speak English from a dictionary, I figure I’m doing okay.

While living in north Florida I had a well pump and well (all of about 10 feet) put in. The pump had problems a couple of weeks later. I called the company several times over a week and only got voicemail and no returned calls. I put in a call to the local BBB, and the guy contacted me within hours. I think it made no difference if he was a member or not as far as whether the BBB was going to contact him or not.
Among other hats, I operate several product-selling Web site operations. We had local BBB membership AND the extra $$$ Web seal thingy. No noticeable difference in sales, and no one ever mentioned that they bought from us because of BBB. What surprised me was the disconnect between the local branch and the national one (the national one issues the Web seal). As another posted used some strong “sweat shop” language, I’m guessing there is a large disparity in the quality and professionalism among the local branches, which apparently operate pretty independently.
