Because menstration is not the result of a wound. Scabs only form over a deep break in subcutaneous and cutaneous tissue. No surface tissue has been broken during menstration. An analogy would be a nose bleed. Blood comes out of a cavity that is already there. So, no scab would form.
(and handy, I gotta say, that’s just sick, man.)
