They ought to ban apartment dogs. When you own a dog, the whole building is stuck with it.

Cavalier King Charles Spaniels are significantly more prone to a specific type of heart problem (mitral valve disease) than other breeds. It’s a good reason to carefully select a breeder who’s aware of this and follows a protocol for breeding dogs to avoid this inherited defect. We’ve had two Cavs raised from pups (brother and sister), one of whom lived to the age of 14 and the other of which is about to reach 15, both without clinical manifestations of heart disease.
As far as recommending a boxer, they’ve got a bunch of associated health problems, cardiac and otherwise. The same advice about careful selection of dog breeders (and avoiding pet shops) would apply.
