My daughter loved the Bartholemew Bear books (here’s one). They’re all about little life lessons, including ‘Go to Bed!’ but they’re not that dogmatic. The bear says ‘nah!’ a lot in speech bubbles, which were the first thing my daughter learnt to ‘read.’
Janet and Allen Ahlberg’s ‘Peepo!’ is a book with longevity; younger ones will like the rhythm and rhyme and revealing what the baby’s seeing, and older ones like the old-fashioned things in the picture (it’s set in the 40s or so).
Don’t stop now! You need to add some Elmer to that list! You can get one of them as a bilingual English/Arabic board book.
Elmer even comes as a bath book…

Speaking of which, the Little One didn’t like Caterpillar until about a month ago (~16 months), but since then she’s looooved sticking her fingers in the holes.
I adored Good Night Gorilla. That page with all the eyes in the dark. The gorilla’s smile!

I’ve seen it in board book and regular book.
She also loved a book called tails (there’s a sequel now). It’s a touch and feel book. It’s not a board book per say, but I recall the pages as being thicker than normal.

Irishbaby, at nearly two, knows all the words (including “bewildered” and “frustrated”) and loves this book best of all.
We went with the classics, upgraded as the years passed: The Velveteen Rabbit and Peter Rabbit (and friends). Guess How Much I Love You is nice, too.
