What are the rules for putting up a billboard? Are the rules different for a private person and a business? Can a private person put up a billboard on their property if it is for non-commerical or commerical purposes? If not, why is this not a violation of the 1st amendment? Can a business put a sign on their property? How does the 1st amendment relate to commerical speech?
