Bremer was in charge. The first thing he passed was a law making non Iraqi contractors exempt from prosecution. They had little to fear. Bremer said on Tv the other day that accounting would have been difficult. He did not say thats why we did not do it. But butt loads of cash have a tendency to erode. Contractors had a cost plus deal. They would spend and get a guaranteed 25 % profit. It would not be a way to slow down spending and waste. ---

Who cares? It was American money, picture of our most beloved dirty old man, Ben Franklin. Not a picture of Saddam in a boxcar, just good old American green, none of that tied-died money everybody else seems to like, but straightforward monotone moolah.
