Bucky Fuller came up with a way to enclose most of New York City in a dome. One of the problems with the building industry as Bucky pointed out, is that they do things pretty much the way they always have. So we could build the buildings like they have in Blade Runner, but we might not be able to do it in a manner common today. (Remember, the WTC was built in an unusual manner for its time, but the techniques pioneered in its construction are common now.)
