I suspect old Bob is playing a very canny game of shaming the EU into yet higher donations.
One could argue that it was the US dumping its heavily subsudused surplus grain into East Africa which decimated the grain price and helped cause the famine in the first place.

Although the EU has been slower, whats the problem? 41% vs. 46%? The EU has a GDP roughly the same of the US, about $10 trillion. Why not come down on Japan with its $5 trillion GDP and 4% donation or China with its $6 trillion GDP and 0% donation?
