What about the money? From what country? How much? And of course, he opened thinking it may have drugs or money so why was he shocked? Myself I can’t seeing picking up, let alone opening a wad of aluminum foil washed up on the beach. Who does this? ---

Cat brains are a common learning tool for biology and anatomy classes. THey are easily purchased from biological supply companies. I’m sure this is from a one of those companies, used in a class, and probably kept by a student to put somewhere as a lark. ---
