[Uh, no](http://www.answers.com/topic/protocol) it isn’t.
I suggest you refer to more than just a dictionary to understand where ‘protocol’ comes from.

> [@](#):
>
> Protocol is commonly described as a set of international courtesy rules. These **well-established and time-honored rules** have made it easier for nations and people to live and work together. Part of protocol has always been the acknowledgment of the hierarchical standing of all present. Protocol rules are based on the principles of civility."\* As defined by Dr. P.M. Forni on behalf of the International Association of Protocol Consultants.

But that’s the accepted style for any man. What’s Texas style?

Errr… I don’t think it was particular wrong, guys. You don’t have to append “Your Holiness” to every single sentence you say to the Pope even if you are Catholic.
Right, it seems like this was in answer to one question, not a formal greeting. I see nothing which sez GWB did not formally adress the Pope as “Your Holiness” when they first met.
I would tend to agree. I am not a British subject, so I will not call the queen “Your Highness” were I to meet her. She deserves my respect, so I would call her “Ma’am” or “Queen”, but not “Your Highness”.
I wouldn’t call her “Your Highness,” either.

I would, however, address her as “Your _Majesty_.”

😉
(If I recall correctly, you’re supposed to address the Queen at first, with “YM”, and then, when you refer to her next, just “Ma’am.”)
