IIRC, President Bush gave a speech at the Statue of Liberty on July 4, 2001, advocating the shortening of the immigration process.
I am pretty sure this is true, because I remember arguing about this with a number of stupid, jingoistic colleagues who made comments about my immigrant father shortly after 11 Sep 2001.
