In WWII the allies actually applied it to German soldiers not in uniform of the Wermacht or SS. Reminds me of the good old days of the “secret bombings” of Cambodia during the Vietnam war. They were classified to keep the American public as in the dark as classification would tend to muzzle the press, and to a large extent did. Of course the Cambodians and the Vietnamese units in Cambodia knew about them immediately. Pssst, secret bombings, pass it on. ---
